How can I adhere a concrete bird bath to a concrete slab, so kids can’t knock it over?

It is a 36 inch high bird bath/sundial that needs to be put on a large 20 foot diameter concrete slab at a school. So I know kids will be messing around it. What kind of adhesive can I use?
